I don't think school should teach any practical skills at all. This was never a goal of the education. School must (but rarely does) teach how to think, how to process information, how to systematise data, how to navigate in a library. The practical skills should be built on top of this base.
And, no, there is not nearly enough homework in schools. Homework does not teach the lack of boundaries. It teach the most important lesson, an ability to self-motivate and to work on your own, and, mind you, to work on your own betterment, not fulfilling some "boss" fancies.
Not to mention that I have nothing but utter contempt for those who babble they'll never need Pythagor's theorem in the "real life". And I think their "real life" is really, really sad and empty.
