Do not publish job vacancies, ever. It is the worst possible way to find anyone adequate. Network and only network - referrals from your existing employees, proven recruiters, networks of people you keep in touch from your past jobs, etc. Never post a vacancy, it is a horrible mistake!

@bluelive23 these are two different subjects. Find a university that offers software engineering, because CS is only for those who will do research.

@ZyroZoro this is not a "nepotism", this is a reasonable filter for applicants quality. And it does not only apply to experienced engineers. If you want a junior or even an intern, get a PhD student from a professor you know, not some random nobody who you'd have to vet from a horde of thousands absolutely unqualified random nobodies. There is no way to assess a merit if you have to filter thousands and thousands to find one worthy of your time. Also, network is a good proxy for merit. I hired authors and maintainers of open source projects - they have their visibility, I knew them professionally, I did not even need to interview them. Is it a nepotism? Nope. It's a quality filter.
