  1. Getting rid of excessive private car traffic is pretty much a prerequisite for this anyway. The first step in the right direction.

  2.  @1barnet1  a very significant majority of people driving old cars (or any cars at all) do not really need to drive them. It's their convenience, their habit that needs to be kicked out. Financial nudge is a good way to turn them in the right direction.

  4. Private electric vehicles will not be a solution. Private car ownership is a problem and need to be dealt with. What we need is a cheap, reliable, comprehensive public transport system. In the current London such a system cannot even co-exist with the insane traffic, so decimating this traffic is a prerequisite for doing anything else.
