  1. Not just Post Office. The very way government deals with IT procurement must change. Independent quality control must be introduced. An industry regulation body must be created for software engineering in the same way as for civil engineering, aerospace, medicine, etc. And incompetence and low intelligence must be finally recognised as a crime. We must start punishing mediocrity and below.

  4. Every IT system procured by the government is utterly broken. The system is set up for the worst of the worst to be selected.
