  3. Fujitsu is a symptom, not the root of the problem. The root of the problem is the very British tolerance to incompetence and mediocrity. Just look at those "developers" from Fujitsu, look at the code samples from Horizon that were published - they are the lowest of the low, the most pathetic kind of code monkeys in existence. Yet, companies like this keep getting government contract - for reasons that have nothing to do with the quality of their product. And even now nobody is going to really call them out for their incompetence, the entire inquiry is around detecting malice and corruption, and for the average British person it's unthinkable to actually punish people for being dumb and ignorant. Until we start doing it, nothing will change.
