  3. The one reason Harris might do it is because she's highly ambitious. Ending the filibuster would help her achieve her desired end so she might.

  5. If there's anything Kamala Harris can do well it's make a legal argument. She might even improve her popularity enough to at least make a start toward being electable because as it is she could become the nominee due to superdelegates but wouldn't have much if any chance at winning the general election which she will almost certainly need to do in a few years. She might be able to get there one step at a time so by killing the filibuster she might be accomplishing two things at once, especially if people saw their government start working for them due to an end to the constant gridlock in the Senate. They would also clearly see which party works for them and which works against them. Which Senators work for them and which do not. It might even discourage some who seek office for the sake of their own wealth and power. The entire situation would be far more clear to voters without the filibuster.
