Because you're breathing out as well. Only about 25% of the oxygen you breathe in is absorbed, so if you're breathing in and out during decompression at 35 000ft you're getting far less oxygen than holding your breath at sea level

Put it this way. At sea level the amount of oxygen in the atmosphere is just short of 20% of each breath you take, out of that you only absorb about 5% oxygen. So you can actually absorb a lot more than one breath's worth of oxygen in one breath if you hold it However during decompression people are still breathing in and out and oxygen density rapidly plummets, worse some people will hyperventilate or panic, so they actually are getting far less oxygen in because after that first breath they're getting a fraction, then a fraction of a fraction, of the oxygen they were absorbing
