The first commercial jetliner was the de Havilland Comet, made its maiden voyage in 1949 and its first commercial flight in 1952 for the BOAC. Aeroflot only started using jetliners in 1956 Secondly Putin clearly placed an importance on Russian nationalism amidst the animosity with the west and the retaliation to the Crimea invasion and subsequent occupation and yet no Russian aircraft manufacturer has come out with a decent aircraft in the 8 years since said occupation. Before that the USSR desperately tried to compete with western commercial jets and failed more and more as the years went on. Simply put Russia doesn't have the industry power to manufacture commercially viable, safe jetliners, if they could they would have done it already Thirdly you act as if Russia has happily done business with Boeing and Airbus without a care in the world for their own manufactured aircraft, if you think so that's either willful ignorance or naivety.
