Mexico, with its tropical environment, is far more suited to growing tropical fruits and exporting it to the US, in exchange it imports a lot of excess grown in the US like grains as well as meat and machinery. Being completely self reliant is impossible, you have to take advantage of your own geographic and social surpluses and use that to trade with other nations for your deficiencies.
