  26.  @the_skips  the officer is more than within his right to ask questions but he has no right to demand answers or give out commands to citizens whom are not acting against the law and are not suspect of probable cause. That student wasn't scoping out homes with binoculars he was picking up rubbish for God's sake, a citizen doesn't get more upstanding than that on the street. He was not acting suspiciously, he was not trespassing and he most certainly was within his right to leave the police officer as he is not obligated by any law to do whatever officer was saying in that circumstance
