@the_skips Jesus man do you not know your rights, literally the first right that is read to you "you have the right to remain silent". Private Citizens have the right to refuse to answer any questions given to them by a police officer it's literally in the 5th amendment And no the officer did not have probable cause to detain the suspect, which is why he was suspended in the first place

@the_skips the officer is more than within his right to ask questions but he has no right to demand answers or give out commands to citizens whom are not acting against the law and are not suspect of probable cause. That student wasn't scoping out homes with binoculars he was picking up rubbish for God's sake, a citizen doesn't get more upstanding than that on the street. He was not acting suspiciously, he was not trespassing and he most certainly was within his right to leave the police officer as he is not obligated by any law to do whatever officer was saying in that circumstance

@the_skips additionally you have the right to withhold your documents from the police unless you are formally arrested so no the police don't have the right to detain and check your documents without probable cause which he didn't have
