  1. I think a decent factor is that the military isn't as popular anymore. US foreign policy has been very controversial of late, couple that with the very real consequences of veterans PTSD, homelessness etc. and it just doesn't look appealing anymore for someone to sign up to go into another country, fight, then go home and struggle
