They were hardly used before even the 1970s, because the United States was not founded to have a king. Laws were the domain of the legislative branch (the people's representatives) and the president only had the power to veto in the past. Now we have a senile mentally ill king with the full power to implement laws and execute them without vote. The founders did not think one man should have that much power.
