You can easily get citizenships if you buy property or invest big money. And Chinese rich people do that. So among Chinese there were a lot of rich people, well-educated and wise. And their children were well-prepared for competition in intellectual areas. So Chinese in general are not dumb, but those people who migrated are above average in development scale

Spain, Italy, Hungary, Portugal and more. Some of them were not very developed. So i don't see connection here. And there were in history worst regimes than fascist.
