Yes it can, and when the market was at its freest, costs were lower and people weren't even really using insurance. Instead there were things like fraternal societies and communities just helping each other out if someone got particularly unlucky. Now we're so obsessed with being independent of anyone around us, we're dependent on the government and corporations, and government makes things expensive by throttling supply directly, and by heavily gatekeeping. You think insulin is expensive? Well why don't you start an insulin company to make it cheaper? Knowing that it's not that expensive to actually produce. Seriously, actually look into what it would take to go from having the inspiration to actually selling insulin to people.
