The function of a main artery like that is to get vehicles *through*, not to distribute them at a destination. If the freeway goes around the city, trucks can still get to businesses just fine, and that’s what his point was. The naive idea is that a short distance from the exit is better for truckers, but that means traffic, and traffic on an artery is worse for truckers than a short drive on slower roads in a city. It’s just like how designing a city not for cars is better for car users because fewer people use cars and there’s less traffic
