  1. He doesn’t address why a perturbation in rotations about other axes doesn’t cause this phenomenon. It’s too hard to briefly explain in text, but the result is that you get precession, and variation of obliquity, which is what two of the milankovitch cycles are. The sun and the moon are the source of the nudges that perturb the earth, but you could remove them and it would continue to process and vary obliquity for some time until energy is dissipated like he discusses later on, just like how the T handle flips for quite a while. The reason that precession occurs and not a complete flip is exactly because location of the larger mass makes the response to the torque slower, so the tip of the top spirals in a small band instead of a near complete flip flop spiral.
