It's a (rather mundane) technical fact that these videos are deep fakes. There are thousands of these videos with millions of glitches. You can find dozens in one short clip if you analyse them properly

  11.  @flameone4705  Do what I described above. That video is an actor's body with the digital neck, head and face of Boris superimposed on top. You should be able to tell that the head is a separate "flat" image from the main image. There are easier ones to spot it with though - when they are close up and if they are wearing a collar and tie, the skin of the neck typically bounces impossibly out and over the collar
