  1. Mexican American fishing these waters for 40 years and can't speak English? And then they wonder why some might dislike them. Personally I don't really care but I certainly have less respect for those who refuse to learn language of a country that you are a citizen of.

I mean, this didn't even cross my mind but for whatever reason racism was the first thing that came to your mind. I never said English is an official language. It's simply a language that is officially spoken in government and a test you have to take during citizenship interview. It's de facto an "official" language that everyone should speak to at least be respectful to the audience.
