But collective west disarmed Ukraine in 1994, then raised and bread Putler (and ruZZia) into what it is today, and today is selling components to build cruise missiles (even if indirectly). So who should pay? IMO take all you can from ruZZia frozen assets and then extra tax them on exports or something. But surely Ukraine is the victim here and will never afford the reconstruction themselves.
