It's not recognized on any international level. Hence Crimea occupation is no different than territories occupied this year. So yep, a totally legitimate by-the-book target. 3 civilians died? You serious? Have you conveniently forgotten tens of thousands of dead Ukrainian civilians (and counting every day)? I see how your brain works.
