  2. Occasionally dams have to release water to lessen the pressure on the dam. If there is not another reservoir down stream then there is no way to store the water. But that wasn't necessarily the problem here. Those homes are on a hill and the water needs to be pumped up it. If your outflow out paced the inflow, the pressure drops and you have to allow it to build back up.
