In the U.S. when things near their "sell by" or expiration date, they get market down and if they don't sell, they get tossed. For whatever reason, the markets also toss a lot of good food, but they often compact it or lock the bins so homeless people can't get to it (yeah, evil). I don't think they really bother to doctor the meat or poultry unless it's been cooked and they think they should try to find something to do with it. As for the raw stuff, a lot of times meat and poultry goes bad before it's expiration date. Fresh meat and poultry has no bad, strange, or off odor. It should smell like nothing, or just the packaging, or a very faint "clean' scent.
