That was misrepresented. They were just public encryption certificates, meaning that someone used the laptop to connect to government computers (which would have been a function of Hunter's employment at the time).

@Thebuird They weren't passwords, they were allegedly certificates used to encrypt email when he was a Navy public affairs officer. There was an update to the story.

@friendlyone2706 Do you know the TLS (transport layer security) or SSL (secure sockets layer) certificates on your web browser used to establish encrypted communication over the internet? That's what I'm referring to. When a government employee works from home, they will usually have these certificates to establish secure, encrypted communication to government systems. It is basically the public half of the cryptographic keypair. The private key is kept hidden and secure on the government server, the public key is distributed to those with remote laptops and other devices who want to securely connect to the server.
