  1.  @michaelturner9154  No, it didn't. Where are you getting this? The border bill PERMANENTLY opened the border, and it allowed the DHS secretary to lift restrictions any time he wanted to, the bill would have actually INCREASED crossings. HR 2 is the only one that secured the border.
