You train the network with known data, and this training sets the weights and biases such that they can predict future patterns in data. You then test the model with known data to see if it makes accurate predictions. Take a look at Scikit-Learn, a machine learning API you can use in Python to build prediction models.

You can then train the neural network with that data, the more data you use to train, the more accurate the predictions. Now, after training, you can feed into the model any brainwave pattern, and it could possibly determine what the person was thinking at the time the brainwave was recorded.

However, there are evil people, and evil people will use AI for evil, so I'm with Elon on this one. No different than how people use social media and other technologies for evil, but AI takes it to an entirely new level.
