  6. ​ @sherlockhomo-ph4su It doesn't say you can or can't. Since no act by Congress is purely ceremonial, please explain the reason for the VP to count the electors? And if he didn't have the authority, why did the Democrats change the Electoral Count Act in an attempt to prevent the VP from doing so in the future? If they had to change the law to prevent it in the future, then basic logic would conclude that, at the very least, scholars really don't know with any certainty if Pence had the authority.
