  27. These are enterprise class routers, they store metadata about the packets, not the actual data. Routers don't have to be connected to the internet, you can have a private network with no connection to the public internet. They want the routers to check the logs to check outgoing/incoming connections to the election network, and whether it was an isolated network or connected to the public internet. Refusing to release the routers and logs could be a sign of guilt.
