@pst6441 The bad neighborhood is created through CRIME, which drives away retail and industry. Crime is a DECISION. Don't blame the bank for funding the builder! Would you rather be homeless? Do you know how much more the lot would cost if it were in a nicer area? The lot cost would be a higher portion of the builder's budget so only a few units could be built.

Most credit card companies have their bank behind them such as Discover and Cap One. The interest they pay is better than most brick and mortar banks.

@pst6441 If you were a bank's loan officer, would YOU loan to broke people with bad credit assuming it would make them upstanding citizens? Would you do that knowing that that's what caused the crash of 08 and that if your bank failed you'd be out of a job?
