Peru has free health care, CAT scans, labs and all that. Of course the richer people go to private clinics, but even those are cheaper than the USA because the hospitals aren't passing the costs of treating those who can't pay onto those who can.The family couldn't just leave the old guy.

@yolandagibson8154 Yeah, the insurance companies were just too strong. Instead of expanding Medicaid a little bit so uninsured working poor people could buy coverage cheap, we ended up with Obamacare and a bunch of insurance middlemen.
