Give them a choice between jail and mandatory rehab if they're on drugs. Some are young kids trained to steal by parents . Test them to make sure they're taking their methadone when they are paroled. Let them keep some of their wages so they get used to earning their pay.

@williamwelborn4555 I'd rather have my tax dollars spent on a centrally- located low rent high rise or two. Cheaper to heat and cool than a bunch of thin-walled individual units and would provide the working poor (that work in the city's service industry) a place to stay. At least a cheap, patrolled parking lot with public bathrooms for those living in their cars. Mandatory rehab or jail for the junkies.

@hxp417 i'm talking about inpatient rehab you can't leave during the sentence.Jails aren't set up for drug rehab. It's better than nothing because at least they detox, but what's the point of that if they start getting high again as soon as they're released? A lot of them are stealing to support a drug habit that they got into because they wanted to forget trauma, such as being abused as kids. If they can get some psych help, have some kind of mandatory job while in the rehab, get put on Methadone and monitored when they get out, you'll have less recidivism.

@tvviewer4500 Just being outside under harsh conditions, with no pre-natal care could do that, even to a sober mom. Pregnancy is risky even for those that are well off and do everything right. Of course, "back then" miscarriages and women dying in childbirth was just seen as a fact of life.

@tvviewer4500 A baby that's TWO MONTHS PREMATURE can not handle germs and temperature changes as well as a baby that's had nine months to develop! It needs to be in the Neonatal Intensive Care Unit.

This guy's dumb! Someone's freezing and you take their tent and tarp? When there's not enough beds for them in the shelters? You have to expand the shelters FIRST not " the committee's planning to" or else hand out blankets! Absolute t@rd. Having people freeze to death instead of burn isn't an improvement.

What's ethical about taking someone's tent when there's not even a bunk bed at the shelter available for them? There needs to be housing to sweep these guys into or the city's just hassling them and moving them from place to place. "Freeze now and the committee's going to look into making more housing" makes no sense.

The Salvation Army is one of the most corrupt players in the homeless-industrial complex. Bellringers are usually homeless, getting paid 1/2 minimum wage per hour to solicit donations. A lot of the S.A.'s money comes from the govt.kickbacks (and portion of parolees' salaries) that they get to halfway house released offenders. This makes housing parolees the priority over regular poor people, since the parolees are the cash cows.

@tvviewer4500 Not "facts of life" in the elite first world! People in the USA have forgotten that it's even possible to die in childbirth. And as for the Eskimoes, they were no better off than the rest of us before modern medicine! And they gave birth INSIDE igloos which provide insulation. If babies were put in the snow it was to get rid of them because they were female or deformed.

The TV station wants a "hate crime" for their ratings, but odds are these are just some derps that think they are donating furniture to the poor, and may not have any idea of what population the church is . If they would have thrown a bunch of used motor oil, tires and chemicals it would clearly be dumping.

And that complaint about "they could be doing drugs or crimes in the tents" is BS, because that could happen in a car, shed house, or subsidized apartment, too. His "solution" is to harass the homeless and hope they wander off and become someone else's problem.

Good job putting out the facts. "Resting" is not the problem. Homeless people support the city by paying sales tax. They should be allowed to take a nap in a public park, as long as they don't trash the place, do drugs or harass other members of the public. Instead of handing out $1000.00/ month to homeless people, why doesn't the city buy a building or two and set up city owned dorm rooms/ apartments with cheaper than average rent for the area? Run it like an extended stay hotel so they can kick out the troublemakers and not have to go through the courts to evict for no payment. Public/private competition would push down the cost of the area's rent so fewer people would become homeless.

That'd work for the junkies that need to rehab, but not for the working poor that work in the city's service industries and live in their cars. The city needs to provide cheap, patrolled, public parking lots with restrooms.

Science?? How about basic human physiology. If it's below freezing and you take people's shelters they freeze to death. How's that better than burning? You have to build shelters FIRST before you ban tents. You need shelter beds to sweep the homeless into or you're just messing with them and moving them around.

Your imaginary "Karens" make way more sense than this "learning how to be good neighbors" guy in the purple. "Housing first" means they DON'T screen for drug use, mental problems, criminal history, etc. Would you want to pay high taxes to barricade yourself indoors and never let your kids play in the yard?
