  1. Because Bulgaria had a population lower than a big city in America and had an economy that was sabotaged on purpose. and i mean just look at the state of India in this time period pretty much the dark age of that country.

  2. Bulgaria could do this but very rich countries like Sweden could not or other poor but high populated countries like Indonesia or Mexico couldn't
