This is a question not of psychiatry but of social psychology.
The question is, when was Russia not xenophobic, racist, and admirer of violence? Depending on circumstances, these feelings went deeper under the skin sometimes, only to resurface soon after.
When did that country truly respect any of its neighbors? There was aomething wrong with everybody at all times. And this is because you treat one another no bettter. Envy, desire of and bowing to power, and lawlessness --- and blaming others for your own failure to build a civilized society. Someone else is always at fault: the oligarchs, the Mongols, the Germans, the Americans, the Germans, the Jews...
You are always the victims of some evil people, right? It's not like you love racist ideas, drunkenness, lawlessness, corruption, and wife-beating. -- it's others who made you that way. You still live in the 1600s because you are too cowardly to face yourselves.
