It is indeed uncommon for foreign students to receive fellowships and scholarships, but that applies to foreigners from well-off countries -- Japan, South Korea, European countries... Many people from developing countries cannot pay for themselves and receive fellowships and tuition-waivers, which make their education free of charge. Nor is this practice new: every Soviet student that attended Harvard in the 1990s, for example, received free education --- from the college level through the doctorate program in economics and business administration. The reason was the same: the students from the former, impoverished Soviet Union could not pay. You have just defamed innocent people and owe them an apology.

For every supermillionaire bribe-taker there are tens of millions of "ordinary" people who gave those bribes.. stop portraying yourselves as victims, take responsibility for your own actions at least once in a few centuries.
