They could have captures that rain and had plenty of water on hand, but they decided not to. Capturing rainwater is intensely simple, even on a large scale.
I collect rain water because no public water is available here, and my well is VERY slow producing, less than half a gallon in two minutes. The well works ok if you have LOTS of time and let it recharge several times with the pump off so it doesn't burn up. Takes days to fill a 100 gallon tank. I have collection on my shop roof which is 48 feet long and 40 feet wide going into 275 gallon tanks. A light mist can fill a 275 gallon tank in about a half hour. A heavy rain can fill a 5 gallon bucket in about 8 seconds and the 275s are overflowing in ten minutes from bone dry. I need more tanks for my home grown cattail vodka fuel project... working on that.
The reason my well is slow is I live above 300' deep sandstone, and while water flows through it, the flow is not very fast. The well goes 30' into the rock, so its nice and clean, but its too slow to use for anything. I have to filter the rainwater if I am going to drink it or use it for cooking, but really I only need it to take a shower, do laundry, and make vodka fuel.... and wash the cars once in a while.
I am not daft enough to live in a desert and expect to have a green lawn. I have the worlds largest freshwater lake a mile from me, and you can drink from it directly no need to filter it. However, its currently 11F outside and I have a few feet of snow on the ground. That weather keeps the types away who do the sort of inept malfeasance we see in California. We still have that type of individuals here, but they are ousted from positions where they have any authority when they display their inability to manage simple things like water reserves.
