  1. Tell the best story...thats a problem because these people doing and running these things are not creative, they lack imagination, and they cannot come up with a good story. All they can do is take an existing story, shoehorn characters into it, and repackage it with their ideology. You can look at architecture and see the same thing. If the people following that ideology erect a building, its a simple block made of concrete with a decidedly prisonlike appearance and feel to it. Normally what they do is take what someone else has built, claim it for their own, then splatter it with feces and unimaginative graffiti. Who is going to watch a bland, unimaginative movie that makes no sense and leaves you feeling like you want your two hours back? People are forced to live in those buildings, but you can't force them to watch craptastic films without clockwork orange style goggles and restraints. Thus they need to get people to go spend money on it, and if they don't like it its because they're a phobe or an ist rather than a sensible human who simply wants a good story.
