  1.  Contingency IBCT  thats giving them an inordinate amount of leeway, sure they are citizens, but look at them. They are exactly the people who can be utilized as justification for draconian edicts. They're soft, never had any power nor authority in their entire lives, they have achieved nothing more than existing and eating. They are the resentful losers that were employed in decades past as useful i d i o t s. What happens when you take useless, soft, resentful people and give them some authority? They become tyrants, tin pot generals who will ignore rules, regulations, and law. I saw it in the US military when we had reservists with higher rank (E7) put 'in charge' of things normally handled by active duty E5s who know the job inside and out. The reserves had no idea what they were doing, how to do it effectively, safely, and efficiently, they made up what and how to do the job out of ignorance then demanded it be done their way. These people were recruited for a reason. They are fodder, and when they get whacked doing something as harebrained as shown in this video, it will be used as justification for crackdowns and tossing things like the bill of rights. Its not like this is new, it has happened before, a script is being followed that was employed many times in the past. Ignorance and resentment are the only things it needs to work.
