Concentric circles of security with the worst offenders given less privilege, and if unable to confirm, off to real prison. Basically, Marine Bootcamp combined with college as they are forced to learn a trade. The court system gives them two sentences: This or a longer jail stay. I'd say minimum 3 year 'reeducation' camp with a caseworker assigned. You get out, still aren't free, as you basically live in a factory or agricultural setting with security and more freedom, or allowed military induction. You are earning your First Class Citizenship back after it has been revoked to third class. Successful ones will instill good values in others. Most will need to bounce in and out, and are sexually segregated to prevent babydaddies and babymamas. You have 1/3 the human rights you used to have, but will be given the opportunity to be a 2/3 and a 3/3. There will be problems and critics. But, this is an alternative to what this will become unchecked: literal urban jungles with no electricity or food. Just scavengers that will eat you.
