  3. there are laws in place so the bank MUST question you because they do so on behalf of government already. they do not ask questions out of the blue

  4. Coutts (while owned by gov) may still count as private bank and thus under no obligation to offer you anything. there are for sure banks which cannot deny you but will offer a miminum of service in exchange only.
