for some clarification: Westminster Abbey is a "royal peculiar", so the king/queen and nobody else decides who is buried and who is not. eviction of Oliver Cromwell was solely in Charles II.s' discretion, dean and chapter of the collegiate church of St. Peter in westminster (the abbey's more fancy designation) had no say in it.
