FYI: german passports are issued by the Federal Printer (Bundesdruckerei) who licensed the production to Giesecke+Devrient, a german firm ( which also prints german bank notes for decades) the french passports were labeled an issue of national interest/security AFAIK and only a french contractor is entitled to produce them. which is Gemalto, the same firm now busy with UK passports. so it seems HM Gov was perfectly entitled to label the passport production a british issue.
