The birth rate is plummeting. Overpopulation and resource scarcity are myths, but they are easy to believe when people experience overcrowded cities and job markets, etc. The truth is most people are having hardly any children, all over the world. The average family in many countries has 0 - 2 children, which is below replacement levels. That's not enough to replace older generations as they retire or to care for them as they get older. Having 3 + children in this modern age is so bizarre that many will openly criticize and mock it... That's just not common. The more educated and wealthy people are, the less children they have. That's right, the educated and wealthy Americans, Canadians, Europeans, Asians, etc., with the highest standards of living are having LESS children.

Along the lines of what you are saying, nurturing the people who are already in Canada, I wonder why hardly anyone seems to be discussing encouraging Canadians to focus on their own families and having more children. I know the immediate response is, "It's too expensive!" However single people and people without children may not be aware that there is a substantial tax credit for each child. I was shocked to learn that low income and middle class families were receiving a monthly amount for each child. One couple shared that it literally paid their (affordable) rent! That's certainly not to say people should have children just to receive such a credit, but the point is that they could still, in this day and age, have large families and keep the mother at home to raise the next generation. When they are raised with good moral character and a strong work ethic, children become adults that contribute a great deal to society. That is how the population used to grow, by the multiplication of children in large families. Instead the fear of the cost of everything keeps people set on stopping their own fertility. The aging population gets older and there is hardly anyone in the next generation to fill their jobs or to talk care of them in their old age. This isn't just an issue in Canada, but in many countries around the world, where the governments are literally creating financial incentives for families to have children, the problem is so dire. The birth rate has been plummeting through out the world and most countries are only growing through immigration, which can be an almost artificial kind of growth, as you mentioned those people may leave and/or not end up contributing more than they are receiving.
