  1. well considering that in the lia orphan source accident, they slept with a RTG core at their back all night are carried it around for part of the next day, and it was melting the snow and making it steam, and 2 of the 3 survived, I'd say if its just a little warm, you're fine as long as you dont stick it in your pocket. Now if its glowing blue and not under water, then its time to start working on that will. But even then, marie curie lived for years. there is a bit of irrational fear of radiation. Understandably considering what it can do. but for the most part, unless you were working on the demon core, you have plenty of time to get away safely.

  2. America has always been extremely safe when it comes to radioactive materials. Now I'm not saying we have NEVER had any incidents, but compared to Europe and especially the USSR, we are, if anything overly paranoid about it, as some of the comments here show. There were hundreds if not thousands of radiation related fatalities in the USSR that could have been easily avoided with just a little more education and safe practices. On the other hand it takes over 1 sievert of radiation to have any significant chances of health effects from radiation, but we freak out about anything over about 8 milli sieverts an hr, which is less than you get on a high flying passenger plane (which is about 50 milli sieverts per hr). As is proven by all the fear mongering over those pseudoscience "positive energy" items you can buy on amazon and e-bay which are very slightly radioactive. You can pick up a handful of dirt on the side of the road in utah that is more radioactive than that. (there were a lot of uranium mines in utah in the past) But because of the USSR's lack of caution, you can still to this day find orphan sources from RTG's that emit up to 5 sievert an hr. And since france is just a drive away from old USSR countries (a long drive sure but you can still drive, unlike to america) its definitely more of a danger over there.
