The rules of the sea allow ships to sail anywhere in the world as long as they're in international waters.   19. New Zealand and Australia need to develop underwater drones with a range of at least 1000KM and a warhead the size of a torpedo. The Ukrainian have already developed this tech. The drones will be far cheaper than a ship and could sink even the biggest ships. It will give us an asymmetrical weapon to use against bigger adversaries.
