My personal point of view: Clearly, 卢沙野 was not comfortable with the pronunciation of this sentence. However, it is not clear whether he was concerned with the predictable reactions or was struggling with french vocabulary. Listening to this sentence alone, one can think that he meant that the rights of these countries are not fully enforced at the moment (and this is true since Russia does not respect them), without any clue about intentions regarding these rights (whether they should be respected or not according to China). In context, however, various statements by diplomats, as well as murders on foreign soil and in international waters and effective annexations of foreign territory (undeclared acts of war), make it very clear that China has no regard for international rights or human rights except when they can benefit its government or reputation.
