  1. The cheapest but most effective: Give the Russians what they need to stop being afraid of the political police, for free. A dictator without police is like a naked tailor: he can't sell dreams anymore. This would totally ruin the propaganda that "the West" is some kind of Russophobic enemy of Russia. And I would really like to see the reaction of the Russians if Putin's henchmen were stupid enough to threaten the Russians themselves with nuclear bombing. Thank me later. 😇
