Ukraine doesn't even need to learn how to build, maintain and operate a nuclear weapon, neither from Wikipedia or any other nation, because that nation already possess that knowledge. Ukraine is an expert in both nuclear science and aeronautics, and has provided Russia with expertise for decades. Ukrainian experts could write the Wikipedia pages you are talking about, with much more detail. Unlike many nations that don't have the know-how, the only reasons why Ukraine doesn't have nuclear weapons today, in fact no longer has them, are purely administrative and diplomatic. Knowledge in science and technology are clearly not their limit in this area.

Think about it: if the only thing В.В.Пу́тин actually wants is to hear people tell him that he is a hero, all people have to do is to SIMULATE his victory, make sure he believes that Russia has won and that he is a great conqueror. Of course this would have nothing to do with reality, but since when В.В.Пу́тин care about reality anyways? You only have to create a fake network of lies around him. It's easy and cost much less than a real war. People would be free to stay alive, to make and enjoy peace, to repair the damages, to mourn, to trade, while he stays under control in the simulator. Then, when everybody has finally recovered from traumas and don't fear him anymore, you can just turn off the simulator, as everything around has already changed and he isn't the real leader of Russia anymore.
