20:20 If you cannot distinguish between good and bad shells, having a 50% reliability is much worse than having no shells at all. This randomness makes impossible to plan the joint operations , particularly if the only available test is destructive. After you waste in firing test all the shell that that you could have used, you are left with only the ones that are of no use, and you still have to manage them.
Imagine the soldiers obey 50% of the time, the fuel supply comes 50% of the time, the bullets fire 50% of the time, the radar gets electricity 50% of the time, the scouts get wrong 50% of the time, the spies lie to you 50% of the time, the artillerymen remember to aim 50% of the time, the uniform is your size 50% of the time, etc… well, there is nothing left !
0.5^INF is almost ZERO !
Unpredictability is every army's worst enemy.
Better to rely on a kitchen knife or a stone found by the roadside that you know will work as intended.
