This would displease the governments of Iran, North Korea, China, Cuba, and a host of other leaders on every continent who have based their political narratives on hatred of the USA and can't easily explain why Russia has finally become so much worse. - Iran would fear that this would be used as a pretext to attack it, knowing it can't defend itself. - It would ruin North Korea's international seduction plan, which will certainly not be forgotten. - China would try harder to avoid being perceived as a potential ally of Russia to avoid an economic meltdown or an actual world war on its territory, would be even tougher on trade, and might even form alliances with European Nation who are their best customers, and Southern nations who control trade routes out of Russia. On the military plane, this would start a worldwide seek and destroy hunt for any sort of nuclear launcher belonging to Russia, as well as a hunt for the individuals responsible of this crime.
