I don't doubt they still have nuclear industry and that they still can to launch some rockets, even without Kazakhstan. But a military nuclear program is more than just that. What are the chances their nuclear weapons fail at some point, or even go fusion on their own territory ?

In fact, Ukraine and many others have saved Russia at their own expense. 9 of May should be a Thanksgiving day in Russia: the day Russian thanks several other nations for paying the price of saving them.
